What drives the spread
- Base and soil. Gqeberha cost guide C states that the gap between R250 and R750 per m² usually shows up in the base layer (G5 against no preparation), the brick type (50 mm interlocking against cobblestone) and edge restraints.
- Block thickness, colour and style. National guide F adds about R20 per m² per extra 10 mm and R15 per m² for colour.
- Demolition and rubble. National tar guide I (October 2026) lists disposal at R500 to R1,200 for a 1–2 m³ load, R1,200 to R2,400 for a 4–6 m³ load, and R2,000 to R4,000 per load of concrete, bricks or stone.
- Transport and plant. National guide F prices delivery at R1,200 to R5,700 in total and a plate compactor at R500 a day.
- Slope, levels and drainage. Falls to the street or a channel drain are set before laying.
- Pattern and cuts. Curves, borders and herringbone add cutting time.
- Street crossing. Paving past the erf boundary waits for the Municipality's approval (see below).

| VAT | Whether VAT is included | Of the guides read, only Western Cape tar guide J states that its prices exclude VAT |
Brick Paving: Concrete Pavers to SANS 1058
Brick paving in Port Elizabeth is laid with clay pavers or concrete pavers. SANS 1058 is the South African standard for concrete paving blocks; the current edition is SANS 1058:2021 (edition 2.02), approved on 18 October 2021, replacing the 2012 edition. Ask for the block, its thickness and the supplier on the quote, so the delivery note can be checked against it. Paving Wiz lays the blocks the owner or the quote specifies and does not sell them.
Cobble Paving for Driveways and Entrances
Cobble paving uses small concrete or stone cobbles in place of a standard block. It is laid on curved entrances, courtyards and the apron in front of a garage. Cobbles go down on the same compacted base and sand bed as other segmental paving, with the joints swept full of jointing sand.
How a Port Elizabeth Driveway Is Built
- Set out and dig. Levels are taken from the garage floor and the street, and the area is excavated to make room for the base.
- Base. A crushed-stone base is laid and compacted in layers to carry the traffic.
- Edge restraint. A concrete-set edge holds the blocks so they cannot creep outward.
- Bedding sand and laying. Pavers are laid on a screeded sand bed in the chosen pattern.
- Jointing sand and compaction. SANS 1200 MJ, the civil engineering specification for segmented paving, describes precast concrete blocks laid closely together with the joints filled with a jointing sand. The joints are swept full and the surface plate-compacted.
Pavers can be driven on once they are compacted and sanded. Tar and concrete have to set first.
The Sidewalk Crossing Needs Municipal Approval
A driveway often continues past the erf boundary to meet the road. Item 38(3) of the NMBM Land Use Scheme, gazetted on 11 September 2023, requires the Municipality's approval before constructing a private crossing onto a public road or constructing or laying a sidewalk on a public road. The same item covers leaving building materials in a public road or road reserve beyond a reasonable period for loading, offloading or removal, unless the Municipality has approved it. A driveway quote in Nelson Mandela Bay therefore shows the boundary line, and paving beyond it waits for the Municipality's approval.
Paving for Townhouse Complexes and Parking Bays
The NMBM Land Use Scheme sets the parking that paving has to carry. Item 65.6 requires 1 bay per dwelling unit in the single residential category. A 2 to 3 bedroom flat or group-housing unit needs 1.25 bays plus 0.25 visitor bays, and a unit with more than 3 bedrooms needs 1.5 bays plus 0.5 visitor bays. Item 21(3) requires a group-housing scheme to be built to a site development plan approved by the Municipality. Item 70(1)(q) lists external paving among the landscaping proposals in a site development plan, and item 70(5)(c) lets the Municipality require a storm water impact assessment with it. A single residential erf needs a site development plan only when the Municipality requires one, under item 70(1).
Paving Cleaning and Sealing Under Nelson Mandela Bay Water Restrictions
Paving cleaning in Port Elizabeth starts with the water source. The Municipality's Water Restrictions page lists Part C as the current restrictions, implemented by Council on 19 May 2021 under Section 4 of the Water Services Act and Clause 31 of the Water and Sanitation Services By-law. Item 5 of that notice states that no use of municipal water is allowed to wash down walls or paving. The page was still listed as current on 28 October 2026, although the Municipality reported its five supply dams at a combined 100.56% on 14 October 2026.
- Water source. The notice encourages non-municipal water, in accordance with legislative requirements, and notice boards must be displayed prominently wherever water from a source other than the municipal supply is used.
- Boreholes. All borehole users must register with the Municipality.
- Exemptions. The prohibitions do not apply where the Executive Director: Infrastructure and Engineering has granted a written exemption, and a contravention is a criminal offence.
- Sealing. After cleaning, the joints are re-sanded and the paving is sealed; tables A and B list sealant at R50 to R150 per m².
